DUTIES:

The incumbent is responsible for assisting the District Supervisor in the planning, directing, coordinating and administering the WS program for one district.  These activities are conducted where there is a need to reduce threats or damage caused by wildlife impacting human health and safety, property, agricultural interests, and natural resources; and to reduce vertebrate damage to growing and stored agriculture crops, and to conduct human health and safety assessments.

 

The incumbent may perform some supervisory duties, which would encompass less than 25% of their work time.  These duties could include the following: assisting the District Supervisor in the hiring process by screening applications, interviewing, conducting new employee orientation, and scheduling work assignments; providing job training and technical guidance for employees and assisting with field inspections; providing feedback to the District Supervisor regarding employee performance during field inspections to aid in performance evaluations. As directed by the District Supervisor and State Director, assists with budgeting the allotted cooperative funds provided for control activities.  As directed, determines equipment and supply needs to carry out the control operations within the district.

 

Provides technical and operational assistance to federal, state, county, and municipal agencies in the reduction of wildlife borne diseases by the management of wild mammal and bird vectors carrying pathogens that may adversely affect human health.

 

Incumbent will be responsible for providing operational assistance in an assigned district or as directed by the District Supervisor or State Director.

 

The incumbent may be involved with developing and maintaining (with the assistance of the District Supervisor, State Director and Program Specialists) all documents required by the National Environmental Policy Act (NEPA).

 

The incumbent works in close cooperation with federal, state, and other agencies and organizations and assures, to the extent possible, that control methods are efficient, selective, and based on sound biological and ecological principles.

 

Plans and carries out an effective safety program through safety meetings, inspections, and training for employees.

 

Responsible for actively supporting and implementing the equal opportunity programs as specified by national policies.

 

Cultivates positive community relations, participating in community meetings, speaking before groups, preparing articles for local news media, and answering inquiries regarding program functions and operations to the general public.  The incumbent establishes good working relationships with the county, state, district, and other federal agencies.

 

Communicates safe and effective wildlife damage management techniques through extension and other channels to the general public.  Information is dispensed by radio, television, news releases, speeches, articles and bulletins.

 

The incumbent ensures coordination and response to routine administrative or program matters, including the Management Information System.  Negotiates cooperative WS program requirements with major cooperators, other federal or state organizations, and private groups or individual landowners.

 

Maintains and assists in the development of Geographic Information Systems (GIS) and Geodatabases to prioritize work, track progress, and evaluate program accomplishments.

 

As required, modifies or adapts established damage control techniques to meet local conditions and address specific environmental, economic, or political considerations.

Establishes and maintains cooperative relationships with other agencies, organizations, institutions, industry groups, and individuals in meeting program needs and goals. Represents the WS Program at meetings, conferences, and workshops with these groups. May negotiate or participate in the negotiation of cooperative agreements/funds with program cooperators.

Recommends, through supervisor, areas for potential research or developmental study. May assist the WS research effort by participating in field tests of proposed damage control materials, devices, or methods.

Prepares required scientific and administrative program reports.

 

MINIMUM ELIGIBLITY REQUIREMENTS:

To qualify, applicants MUST meet all minimum qualification requirements, except Medical Requirements, by the closing date of the announcement.

 

 

QUALIFICATIONS REQUIRED:

 

BASIC REQUIREMENT: 

 

A. Degree: biological science that included:

 

At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and

 

At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and

 

At least 9 semester hours in botany or the related plant sciences.

 

OR

 

B. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

 

In addition to meeting the basic requirement:

 

FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that demonstrates:

·         Plan and carry out wildlife damage control operations in a variety of settings

·         Works in close cooperation with Federal, State and other agencies and organizations to assure that control methods are efficient, selective and based on sound biological and ecological principles.

·         Modify and/or adapt established damage control techniques to meet local conditions and address specific environmental, economic or political considerations

·         Selecting appropriate wildlife damage management strategies, techniques, and tools and apply them to specific situations.

·         Communicate verbally and in writing with individuals and small groups in order to coordinate and document wildlife service activities

·         The skilled use of firearms, traps, snares, pesticides, immobilizing drugs, pyrotechnics, electronic harassment devices, and other non-lethal control tools.

 

OR 1 year of graduate-level education (18 semester hours) in Wildlife Biology, Wildlife Ecology, Wildlife Management.

 

OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. For more details click: Superior Academic Achievement

 

Equivalent combinations of education and experience are qualifying for this grade level.

 

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that demonstrates:

All requirements of the GS-07 level and the following:

·         Research wildlife control theories to help develop plans to mitigate damage caused by wildlife

·         Interpreting and applying policies, regulations, laws, and ordinances that affect wildlife damage management operations and working within those guidelines.

·         Create new damage control techniques to meet local conditions and address specific environmental, economic or political considerations

·         Preparation of presentations and reports to cooperators and other entities to ensure program success

·         Conducting supervisory duties including recruiting, scheduling work, approving leave use, training, resolving complaints, issuing performance ratings, and/or initiating disciplinary actions.

 

 

OR 2 years of progressively higher level graduate education leading to a master’s degree in wildlife biology, wildlife management, wildlife ecology or masters or equivalent graduate degree in one of the above mentioned fields.

 

Equivalent combinations of education and experience are qualifying for this grade level.

Emergency Response – APHIS is an emergency response agency.  This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS.  It is difficult to predict the frequency with which such emergency situations may occur – and could range from several emergencies in a year to none over the course of many years.  In the event that you are called upon to support an emergency program, this may require irregular working hours, including overtime, and may include duties other than those specified in your official position description.  While some emergency program support assignments may be able to be performed at the employee’s current duty station, in other cases employees may be asked to go on-site to a temporary duty state location.  In addition, it may be necessary for employees to participate in multiple rotations to an emergency program assignment.  Attempts will be made to keep disruption to the employee to a minimum.
